So judging off of that, there are really maybe 2 conclusions here:
1. The sold a little less badges in 2017 than 2016
2. The system was much smoother/improved and they were able to service more people at once (i.e. if they let people in by randomized 'groups,' then maybe they let more people into each group)
I suspect #2 more than #1. It's easy to believe that Pre-Reg (or RetReg - gonna take me awhile to make that change in the lexicon) was delayed so long so CCI can beef up the software and hardware to provide for a more robust traffic as well as keeping them smooth. Over the years I would think the number of people let into each 'group' has grown as reliability on the servers & software has improved. If that's the case, then it makes sense that things would sell-out quicker due to higher volume of attendees processed at any given time.
A more telling answer may be how long GenReg lasts: if it lasts longer than the argument for "less badges in Pre-Reg released" would hold more water.
Really, we're all just speculating, though. Hopefully no one is having anxiety or false greater hopes thinking "more badges in Open Reg. = I have a better shot!"
