It says it's good for returning customers. A returning customer is different from an existing customer. A returning customer is an account that as been unsubscribed for 3 months or longer. The ad explicitly says existing accounts on the $1.99 plan from last year are not eligible.

I've had probably 5 Hulu accounts since the service started. Black Friday 2018 I used one account to get the 99 cent deal. 2019 I cancelled that account and used a different account to get the 1.99 deal. And this year I was able to use the same 2018 account (the one I cancelled in Nov 2019) to get 1.99. In fact they sent me an email for it specifically. I simply logged into that inactive account, hit resubscribe, and listed the 3 plan options, including the $1.99 option. It's weird that it wouldn't let you do the same.... but you can probably just sign up for another account using another email address (and probably another credit card, but I'm not sure).
Through Roku, 2 months of Epix, Starz and Showtime are 99 cents/month. Then it reverts to full price. 2 months for $2 each is enough time to binge a lot of series.
