Technically I think it was both.  I suspect it was someone selling a Child's Badge to whomever.  Last year I saw them at a random booth in the Exhibit Hall and there was no security anywhere near.  One year it was in the Hall H line, and when I told a security person they just kind of shrugged their shoulders as if saying either "don't care" or "not my problem."

Yes and no.  My almost 17 year old has been going to Comic-Con since he was 3, and even when he hit his tweens and was getting tall no one ever asked for any sort of verification.  My 4 year old will be going to SDCCI #5 this summer, and the last few years they've asked how old he is but I think that's obviously just polite conversation.  I'm sure someone is eyeballing, but AFAIK no one has ever demanded proof that the child was indeed young enough for a free badge; heck, I've even seen obvious adults wearing kids' badges and not get hassled at the door (that's rare, but I've seen it almost every year including last couple).

Both of my kids were given the stink eye the years they were 13 (but were 12 at the cutoff date). I did bring their birth certificates and quoted the policy to them. The year my daughter was 13, the guy didn't want to give me the badge! I had to pull up the website and show him. I guess it just depends on which attendant you get.
