So I was looking at a question posted on twitter to the unofficial blog about the hotel sale, and their response was something I didn't think about, but it kind of makes sense.  If CCI's contracts with the hotels is that they hold out a specific number of rooms and all those rooms don't sell out, CCI is on the hook for them.  It's possible CCI requested fewer rooms be held for the Con, to reduce their risk of having to pay for rooms that are not booked.

Here's the answer I got back.

".... Last year and at special edition they had inventory all the way up to the con as far as we can recall. And that is typically how a room block works - you’re on the hook for so many of the rooms you request be held. Not 100% sure how CCI’s agreement works"

This very well could be (and would not surprise me) but I don't know if they have had to be on the hook for downtown hotels.  Second thought on this is that if they were concerned about that then they need to have a better system that only allows ticket holders to get rooms.  Right now this is not the case.
If stupidity got us in this mess, then why can't it get us out?

as others have mentioned there are hotels that are close to the trolley line (e.g. old town) that have availability and are refundable up to check in date.  good backup option until something better can be found.

I think at least one of my panelists will have to go with this option. These old town hotels are not in the SDCC system right, I believe they would need to go book directly with them?

That's awesome!

You could try booking direct with MMM. Tuesday, at least, should be a reasonable price.

I'm surprised the Hotel Republic is still up.  All nights.  Am I missing something?

I guess somebody heard me, because now it's gone.

Just got Doubletree Mission Valley! My aversion to MV hotels is mainly due to how much of a cluster Hotel Circle is and having to rely on the shuttle, but this one is in Hazard Center and right on a trolley stop so that mitigates both issues. A 2br popped up with the correct dates; I figured I better just get this one than gamble for a downtown one.
