They used to have it for SDCC, with multiple tiers of "early."  Like, if you bought it at 2000 SDCC for 2001 SDCC, it would be, like, $40; if you buy if fall-winter it would go up to $60, winter 2001-early spring $75, early summer $90, at the door $100 (I'm spitballing actual prices, but I remember this from BITD, feeling like buying badges for the next year's con at the current year's con = a HUGE savings)

Like I said, I suspect it's more of a "get a bit more cash flow before the end of the year" more than anything else.  WonderCon always does pretty well, often selling out Saturday at least in advance, so I doubt they're that worried about sales.  I personally always have fun at WonderCon, though some years are 'better' than others.
