Panelists: How do you apply?

Hello panelists! How do you guys get your hands on the panel application?  Last year I kept an eye out on the website and it never appeared.  This year what I'm being told is that it's only emailed to previous panelists.  So my question is: how do new people apply to be panelists?  Do we have to rely on knowing someone to pass an application on to us?  Or is there a more streamlined way of doing it?

I would probably start with contacting someone at CCI if I had a panel idea.
